Appalachian is a regional public library system serving Ashe, Watauga, and Wilkes Counties with five member libraries. Appalachian is located in the beautiful High Country of Western North Carolina and its foothills, known for its beautiful scenery, hiking trails, camping, biking, and skiing. It is the home of Appalachian State University. Administrative offices are located at the Ashe County Public Library in West Jefferson.
The Appalachian Regional Library seeks a full-time qualified professional to serve as part of the Library’s regional management team. The Finance and Personnel Manager is responsible for accounting and financial oversight of a $2.5 million budget and for HR management of 60+ employees. This position reports to the Regional Director.
The Finance and Personnel Manager handles all accounting functions and related records concerning the receipt and expenditures of federal, state, and county funds. Duties also include preparation of financial reports which require the application of GASB’s generally accepted accounting principles and which are approved by an independent auditor. He or she also manages personnel functions and related records.
The Finance Officer will direct, organize, and control all aspects of financial management and personnel activities for the Library, including general accounting, payroll, planning, audit preparation, grant finance management, budget development, and human resources. This position oversees insurance and risk management and assures compliance with legal and regulatory requirements. As part of the senior management team, the Finance Officer participates in the strategic planning, policy development, and leadership of the Library system. The person in this role must have the ability to work independently in high-pressure situations and have excellent communication and customer service skills. Applicants should possess a thorough knowledge of governmental accounting principles and of federal, state, and county fiscal regulations, policies, and procedures. The successful candidate will excel at attention to detail and have excellent organizational skills.
Graduation from an accredited college or university with a Bachelor’s degree in accounting, finance, or a related field and 5 years of experience in local government or public service financial management. A Master’s degree in administration or library science and public library work experience is preferred. Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Public Finance Officer (CPFO) is desirable.

BEGINNING SALARY RANGE: $48,800-$55,000. Generous benefits.
A master’s degree in library science from an ALA or regionally accredited institution is required with a minimum of three years of public library administrative/management experience and certification by the North Carolina Public Library Certification Board. Excellent oral and written communication skills and management skills are necessary. Experience with managing a budget is required. Must have the ability to plan and direct the work of staff engaged in carrying out generalized and specialized library functions.
The County Librarian provides professional guidance to a staff of twenty-one and is directly responsible for all public services, budget management, and internal operations (including facilities maintenance) necessary to the efficient management of a county library. This employee is the library’s ambassador and is responsible for promoting the library and its services in the community. The County Librarian also participates in planning and budgeting with the Director, works with the other County Librarians in regional activities, plans and facilitates the meetings of the local library board, and maintains a good working relationship with the local library board, local Friends groups, and local funding agencies. The County Librarian directly supervises five employees and reports to the ARL Director of Libraries.
